     THE KANSAS BUDGET CRISIS

     The State of Kansas is now in the early phase of a multi-year (perhaps multi-decade) struggle with fiscal solvency. The budget deficits we are facing in 2009 and 2010 will look mild in a few years as ever-increasing financial requirements to fund social entitlements swamp our ability to pay.
